Whether the prize can be accumulated or not depends on the amount of tickets available.
In the system Phoenix suggested the amount of tickets is not set beforehand, but every time someone buys a ticket the amount of tickets increases with 1.
This means that the prize will ALWAYS be won.
The has the advantage that you will never have too little tickets, while with a set amount of tickets you can get a shortage if many people would want to participate.
