I will like to suggest to reduce the respawn time of Kundun, at least every 12 hous (if can be less will be great) then the people with less than 150 rr normal can try go get good stuff from there. This will benefit to low rr ppl, and ppl with alot of rr can do Sky Event easy, so thats my suggestion, i hope to have a good answer about it and see this happen on the next patch
