Is there an issue with '+rate' exc armor option?
Hey peoples...
I was advised theres an issue with the rate option on exc armor items...
Quick search didn't bring up a thread on it, so if there is one please just post a link...

There is nothing wrong with +rate on options as far as i know.

well i have heard that in season 3, +rate isnt as good in pvp as when it was still season 2, for example a max character with full rate set (shields + rings) would be hit by players with 0 rr, back in season 2, that would basically never occur, it would be all misses
