I always give constructive criticism.
I never ever tell someone it simply sucks, people put effort in it which is a good thing for one.
And telling someone their signature attempt sucks is very demotivating, I love seeing people try and make signatures even if they make crappy signatures, everyone can improve.
Basically the comment I give takes into account how good a person is with signatures.
If it's someone that has just started making signatures I go pretty easy on them, giving them some handy pointers/tips.
If it's someone that has done lots of signatures and knows his way around photoshop or whatever he uses I tend to go into more specific details.
I can see your point with some people though, as their comment is basically just saying something rocks. ^^
You should keep in mind though that most of them do not have any experience with graphical programs so giving pointers is a bit hard for them to do. xD
Although, now that I think about it, them could be able to point out small errors, weird colors or other stuff like that...
All in all, I kind of agree with you, except I don't think you should tell someone a 5-year-old could do better cause that's really demotivating. ^^
