He had wanted to buy my elf and wanted the account info without any request to tc first. He then changed his mind and gave me a name to request to and immediately asked for account info. After checking that account did not exist. He gave me another name to request and once again, it did not exist. I gave him additional opportunities to redeem himself (maybe he misspelt the name) but after the first two he went completely silent and chose to ignore me.

But giving false characters to request from is still the wrong thing to do.
He should have just stated that he didnt have the tc yet, And he would be getting it soon. Then he would like to purchase the acc/items.

After talking to both sides we decided to let it go this time being insured that this will never happen again. Whoever was on that account is responsible for his actions next time he won't get away with it he just got warned.
On the other hand, players should know how to do TC trades btw them and not get tricked by smart asses. Good thing you didn't trust him.
Also a little reminder we don't give any protection when trading accounts. If you want to do it you're on your own.
