err excuse my intervention, but in my point of view its about microsoft debugger, called (JIT) Just in Time Debugger that install with IE (in some case) if u did upgrade yours. On my experience, in my win server 2003 machine that i upgaded to IE 8, I encountered the same, but luckily (and not LUCKY my Bro) I got Visual Studio 2008 installed (with C++) I found some details.
if u can tell about your OS and Version of IE ur using, I will try my luck, as I am glad to help.
